Friendswood straddles two counties: Clear Creek divides the Galveston County side, where most of the city sits, from its southern Harris County neighborhoods. The city counted 41,213 residents at the 2020 census and has been incorporated since 1960. It is mostly residential, so industrial space here is small-scale and specific. Office/warehouse buildings line FM 2351 toward the Brazoria County line, there are small flex units along FM 528, the Rex Road industrial park adds roughly 120,000 square feet, and the city's Business Park zoning district is written for light manufacturing and service operations with some wholesale. The tenants are contractors, trades, service companies and small distributors: businesses that need a few dozen pallet positions, a lot of shelving, and a place for pipe, conduit or lumber. That changes the racking job. The question is less about maximum cube and more about fitting the right mix into a narrow bay without blocking a roll-up door or a sprinkler head. Friendswood routes every plan submittal, including the ones meant for the Fire Marshal's Office, through its Community Development Department, and it has adopted the 2024 International Building Code and International Fire Code with local amendments.
Friendswood Industrial Pockets: FM 2351, FM 528 and Rex Road
Friendswood's industrial land comes in small pieces, and each one tends to attract a certain kind of tenant.
- FM 2351 corridor – office/warehouse and storage buildings running toward Alvin. Default: selective pallet rack on one wall, cantilever for long goods, and heavy-duty shelving near the office.

Clear Creek flooding is part of how this part of the Houston area thinks about a building. For stock on the bottom beam level, we often raise the first beam off the floor so an inch of water does not reach the product, and we note which anchors and baseplates sat in water after any flood event so they can be checked.
Right on the Harris–Galveston county line, the permit file goes to the City of Friendswood Community Development Department. Inside city limits the City of Friendswood reviews the work either way, but outside them the county line decides which county’s rules apply.

1 Do I need a permit to install pallet racking in Friendswood, TX?
For an engineered, anchored rack installation, expect to go through the city. Friendswood asks that all plans, including those meant for the Fire Marshal's Office, be submitted first to the Community Development Department. The Fire Marshal's Office reviews new building plans and fire alarm and sprinkler design, and it references current NFPA standards during that review. Friendswood has adopted the 2024 International Building Code and International Fire Code with local amendments, and tall or dense storage can bring in the fire code's high-piled storage provisions. We prepare the drawings and handle the submittal.
2 Does it matter which county my Friendswood building is in?
For the permit, no: the City of Friendswood reviews work inside its limits on both sides of Clear Creek. It can matter for windstorm. The Texas Department of Insurance designated catastrophe area includes all of Galveston County, but in Harris County it covers only certain cities east of SH-146, which do not include Friendswood. Rack inside an existing building is not listed in TDI's windstorm program, but a new door, addition or roof work on the Galveston County side can be, so it is worth confirming before you change the building.
3 What racking fits a small contractor warehouse in Friendswood?
Most contractor and trade buildings here need three things in one room: pallet positions for bulk material, shelving for parts and fittings, and cantilever for pipe, conduit or lumber. We size the pallet rack to the equipment you actually run, often a pallet jack or a compact lift truck, keep the aisle in front of the roll-up door clear, and keep the top of the load below the sprinkler clearance your fire marshal will check.
