Southern Brazoria County stores things most distribution centers never see: bagged polymer headed for export, containers being stripped and restuffed near the Velasco terminal, and shelves of valves, gaskets and pump parts that keep one of the largest chemical complexes on the Gulf Coast running. Each of those loads asks something different of a rack system. Here is how we think about racking in Freeport, Alvin and the county around them.
What Drives Storage Here
The port
Port Freeport is a deep-water port whose cargo leans heavily toward chemicals, with container, vehicle and project cargo alongside. Its Velasco Container Terminal has been growing in phases; in 2026 the port marked completion of a new storage area, a terminal access project and a truck queuing project on East 5th Street that support the terminal expansion. More container moves through a port usually means more transload and cross-dock space within trucking distance of the gate, and those buildings need rack that can be reconfigured as customers come and go.
Resin packaging and export
Polyethylene made at Freeport-area plants is shipped in bulk rail cars, then bagged, palletized and stretch-wrapped for export. A logistics provider opened a resin packaging and export facility inside Port Freeport specifically for that trade. Bagged resin is dense: a full pallet commonly weighs more than a ton, and the bags settle and bulge rather than sitting square on the beams.
Plant maintenance, repair and operations stores
The chemical plants and the Freeport LNG export terminal run large maintenance stores and contractor laydown yards. These inventories are unpalletized, oddly shaped and heavy for their size: flanges, valve bodies, spools of cable, lengths of pipe. They suit a mix of heavy-duty selective rack, cantilever rack for long stock and shelving for small parts, rather than one system forced over everything.
Resin Changes the Fire Code Before It Changes the Steel
Most packaged polyethylene and polypropylene is classified as a Group A plastic, and the International Fire Code treats Group A plastics as a high-hazard commodity. That drops the height at which storage counts as high-piled combustible storage from 12 feet to 6 feet. In practice, almost any pallet rack holding bagged resin is high-piled storage from the second beam level up, which pulls sprinkler design, flue spaces, aisle widths and fire department access into the design conversation at the start.
A building that was sprinklered for ordinary cartoned goods may not be protected for resin at the same height. Before rack is ordered, the fire protection engineer needs the commodity, the packaging and the proposed storage height. Finding the gap after installation usually means lowering the top beam, adding in-rack sprinklers or both. Our engineering and permitting work starts with that commodity question for exactly this reason.
Specifying Rack for Dense, Uneven Loads
- Use wire decking or pallet supports. Bagged loads on worn export pallets can drop a board between beams. Decking rated for the load keeps a failed pallet from becoming a falling one.
- Rate beams for the real pallet. Resin pallets are heavy and not always centered. Beam capacity should be calculated for the actual weight and loading pattern, not the catalogue uniform load.
- Check the upright at the bottom. Several levels of dense product add up quickly on a column and on the slab beneath it. Anchor design and slab capacity belong in the engineering, not just the beam tables.
- Leave the flues open. Bags bulge. Longitudinal and transverse flue spaces required by the sprinkler design disappear if loads overhang the beams, and inspectors look for exactly that.
Freeport vs Alvin: Different Buildings, Different Risks
Freeport is on the coast. Buildings near the port and the Old Brazos River see salt air, high humidity and storm exposure. Brazoria County is one of the first-tier coastal counties in the Texas Department of Insurance windstorm inspection program, which applies to the building envelope, so a fit-out that changes doors or walls alongside new rack should be checked against it. For the rack, that coastal setting points toward galvanized or well-maintained coated components in dock bays, corrosion-resistant anchors, and a shorter inspection loop for base plates. Alvin sits inland on SH 35, between the coast and the Houston suburbs, and its industrial stock is more varied: fabrication shops, service companies, building-supply yards and small distribution. Salt is less of a concern here than the ground. Brazoria County sits on the same shrink-swell Gulf Coast clays as the rest of the Houston area, so slabs in older buildings move with wet and dry seasons. A row of frames drifting out of plumb in the same direction is often the floor talking, not a forklift.
Who reviews the work? Freeport and Alvin are incorporated cities, so rack permits and any high-piled storage review go through the city. Outside city limits, Brazoria County enforces its adopted fire code for commercial buildings in unincorporated areas. Texas has no statewide commercial building-code office, so pull the parcel record and confirm the reviewing office before drawings are commissioned. A Freeport or Alvin mailing address does not prove a site is inside city limits.
Transload and Cross-Dock Layouts
Container transload buildings have a rhythm of their own. Floor space near the doors is used for staging, and the storage that exists is short-dwell. A common layout pairs a deep staging zone at the dock with selective rack behind it, sized for pallet counts on the busiest week rather than the average. Drive-in or push-back rack can make sense for a single high-volume product, but if customers and products change every few months, the flexibility of selective rack is usually worth more than the density. Designing it so frames and beams can be relaid without new engineering is part of good space planning for these buildings.
Before You Commit
- Write down the commodity and its packaging. If it is resin or another plastic, expect the 6-foot high-piled trigger.
- Get real pallet weights and footprints, including the worst pallet, not the average one.
- Confirm jurisdiction from the parcel record.
- Identify which zones see outside air, water or wash-down, and specify finish and anchors by zone.
- Have the slab evaluated where the building is older or the loads are heavy.
